Trai agrees with DoT idea for free roaming
Telecom Regulatory Authority of India (Trai) has asked the department of telecommunications to allow roll-out of mobile virtual network operators (MVNO) in the national telecom policy.
The regulator has also agreed to the one-nation, one-licence proposal, which will make roaming free across the country. But it wants to decide the modalities of the issue.
“The move is eventually towards achieving one-nation, one-licence by providing for full mobile number portability and removal of roaming charges. Decisions on both will be taken by Trai,” the regulator said. It said Trai would consider minimising inter-operator costs in fixing rates, so as to facilitate affordability to consumers.
This is part of the Trai comments it sent to the government on the draft of the National Telecom Policy (NTP) issued by the telecom department last year. It is expected that the policy will be finalised by April this year.
The draft NTP talks about reviewing the Trai Act to remove regulatory inadequacies, which prevent it from effectively discharging its functions. Trai has asked for penal and enforcement powers so as to enable it to protect the interest of consumers by ensuring compliance of its regulations or orders by the service providers.
“To confer powers of civil court on Trai to enable the authority to summon persons and receive evidence and also call for expert advice while conducting enquiry”, it said.
It also said that government should enforce rural roll-out obligations through appropriate disincentives against non-performance and appropriate incentives for performance.

Trai recommends Rs 600 crore subsidy to BSNL for rural telephones
NEW DELHI: Telecom regulator Trai
has recommended a subsidy of Rs 600 crore to state-run BSNL, a move
that will help the cash-strapped company in maintaining rural wireline
connections installed before April 1, 2002.
The Department of Telecom ( DoT) had sought Trai's recommendations regarding continuation of support from Universal Service Obligation Fund (USOF) towards the rural direct exchange lines (DELs) on expiry of Rs 2,000 crore per year subsidy on July 17, 2011.
"Keeping in view the urgency of matter, considering that it would take some more time to issue a consultation paper and that time would also be taken in consultation process, the Authority recommends that a subsidy of Rs 600 crore purely as an ad hoc measure may be given to BSNL," Trai said in a statement.
The Regulator said that at this stage it may not be easy for the government to obtain any additional funds for this purpose through the normal budgetary process and hence it recommended that a subsidy grant of Rs 600 crore may be made from USOF to BSNL.
However, Trai added that the grant and the source (USOF) are "purely ad hoc" arrangement and final recommendations would be made after due consultation.
All mobile phone companies share part of their annual revenues towards USOF.
BSNL, as per Trai recommendations, had received Rs 2,000 crore from USOF for a period of three years from July 18, 2008 to July 17, 2011 on phasing out of Access Deficit Charge ( ADC) for sustaining its loss-making landline business across rural India.
Following the expiration date, BSNL had sought further financial support of Rs 2,580 crore per year from USOF for meeting the deficit arising out of "commercially non-remunerative" rural wireline services for DELs installed before April 1, 2002.
The state-run operator was asked to make a presentation before Trai, in which it stated that the exsiting cost of operations on these lines are high in comparison with revenue accruals.
"It does not make business sense for BSNL to maintain these high cost rural lines at very high net loss unless it is financially compensated by the government," BSNL had said.
Adding that these lines are key to broadband adoption in rural areas, the state-run firm sought continued financial support.

Don't be fooled by New Fake SMS Companies
This is for your kind information that we found many
new as well as few established companies are selling SMS & Voice Calls at
very low cost which is below than the industry standard, as you are well aware
about the termination charges ( 5ps + Tax ) levied by TRAI w.e.f Oct 25th
2011 on every promotional messages. In this regard we would like to reveal the exact
trap behind these companies…
How these companies are selling at low rates
Delivery Cut Off System : If you brought 1 lakh SMS at 4 paisa and when you
shoot 1 lakh SMS they will submit only 30,000 (or less) to the SMSC for delivery
and update fake delivery reports in this scenario your average price per SMS
comes to 13 Ps
Pushing SMS through Transactional
Gateway : Many companies
were scrubbing DND numbers and pushing through Transactional Route but which is
now strictly blocked by all operators.
These companies are also providing free demo account
where SMS will be delivered instantly but when you start pushing SMS in bulk you
will come to know the catch.
In this regard we humbly request you to
please stay away from those companies and don̢۪t compare them with us as we are distinctly
ahead from them and always committed to provide industry best service and
support with competitive pricing.
Ensuring Best Service & Support Always !

Pre-paid Airtel customers to get detailed bills now
New Delhi, Feb 13, 2012,(IANS)
Following the Indian telecom regulator's instructions, Bharti Airtel Monday launched an online self-care service to provide its pre-paid mobile customers details of their account including bills.
The Telecom Regulatory Authority of India (TRAI) had last month asked operators to ensure that subscribers are informed every time an amount is deducted from their account for different services adding that they should be provided a detailed bill for a price not exceeding Rs.50.
The operators were given a deadline of 45 days. "'Prepaid My Account' is a simple, secure and convenient way for Airtel prepaid mobile customers to access a whole host of functionalities including checking balance, recharging, starting or stopping VAS services (value added services) etc," Airtel, the first firm to come up with this service, said in a statement.
"Airtel prepaid mobile customers can visit the new self care website to receive and activate customized offers on 'My Airtel, My Offer’ (MAMO), view tariff and top up options, request for the itemized bill and more," it added.
Customers can also view last 5 recharge details. So far, there was no regulatory guideline to provide pre-paid customers itemised bills who had no record of their calls and other services.
